Non-State Actors: Towards a Leading Role in the Implementation of the Paris Agreemen

This publication highlights the important role of non-state actors such as NGOs, associations, and local governments in the implementation of the Paris Agreement. Although the Paris Agreement has been adopted, significant challenges remain in its implementation mechanisms. Non-state actors have the potential to strengthen national contributions (NDCs) through local experience, innovation, and community participation. However, they face institutional barriers such as limited access to decision-making processes and funding. This document also presents case studies from Benin, Togo, and Morocco, illustrating how collaboration between non-state actors and governments can enhance the effectiveness of climate action.
